Queensland Alliance Sector Development


Introducing the Sector Development Team


The Queensland Alliance is excited to introduce our new Sector Development team. The team consists of a Sector Development Manager, 5 regional Sector Development Workers and a Project Officer.

The location of the new positions was not predetermined. Successful applicants were offered employment based in their local area. The four locations outside of Brisbane where the sector development workers are located are - Cairns, Rockhampton, Maryborough and the Sunshine Coast

The Queensland Alliance is delighted to be able to respond to member requests by providing activity and support in these local areas. It is hoped that the success of these positions will provide an evidence base for further funding to more regional and remote areas.

Introducing the team:

Melody Edwardson has qualifications in community services and training and brings 20 years experience in direct support, management, project and governance roles in the community sector to the Sector Development Manager position. Melody has been employed by Queensland Alliance member organisations since 1997.

Mandy Coxall has a Bachelor of Social Science and is currently completing a Master of Counselling. Mandy’s work history includes a wealth of experience in project management, University tutoring, case management and training. Mandy lives on the Sunshine Coast and will be working for the Queensland Alliance fulltime from October.

Noela McKinnon has tertiary qualifications in History, Health and Community Education and Sociology. Noela has an impressive work history in the public sector and NGO sector including management, education, policy development and advocacy roles. Most recently Noela was instrumental in developing the Fraser Coast Headspace Consortium a youth mental health initiative. Noela lives in Maryborough and will also work in Hervey Bay and Bundaberg and is employed fulltime with the Queensland Alliance.

Sandy Paton has worked extensively in the Not For Profit Sector in Queensland for many years. Experience includes: community engagement; sector and organisational development; project management; facilitation and training; communication and reporting; and qualitative and quantitative research. Sandy lives in Yepoon and is employed by the Queensland Alliance 2.5 days a week to work predominantly in Rockhampton and Emu Park. Contact: sandy@qldalliance.org.au

Karin Swift holds a Bachelor of Social Science and a Master of Human Services. Karin has a strong track record in advocacy and disability rights. Most recently Karin was the Coordinator of the Queensland Disability Housing Coalition. Karin is working 4 days a week in North Brisbane.

Sarah Smallman is completing a Bachelor of Social Science. Sarah has experience in management, consultancy, developing educational programs and working with community organisations to meet accreditation standards. Sarah lives near Innisfail and works 3 days for the Queensland Alliance.

Cassandra Roland has recently been consulting for GL Community Consultancies in policy development and training. Previously Cassandra was employed with Open Minds within the Personal Helpers and Mentors Program and the Personal Support Program. Cassandra has a Certificate IV in Mental Health (Non Clinical), Diploma of Alcohol and Other Drugs and Diploma of Community Services Management and is currently completing a Diploma of Professional Counselling. Cassandra is our office based project officer who will be working 3 days per week supporting the sector development workers in the regions.

Building Capacity in Community Mental Health Family Support and Carers Respite Project


This project is funded through FAHCSIA. VICSERV has auspiced the project on behalf of the Community Mental Health Australia. Each of the State and Territory peak bodies are participating in this project.


Project Overview
The Building Capacity in Community Mental Health Family Support, Carer Respite Project aims to support existing State and Territory community mental health service infrastructure and offer new opportunities for delivering respite and family care services through localised care coordination networks.
Key Objectives:
• To investigate, evaluate and support new and innovative mental health family care and respite programs across Australia that draw on the lived experience of consumers and carers and which effectively target their diverse and changing needs.
• To establish a national framework to support new service development and respite care coordination through the FaHCSIA Respite Development Fund.
• To support local community mental health organisations across Australia to engage in coordination networks and to assist them to access additional funding through FaHCSIA to support their service development and activities.
• To provide a cost-effective and efficient way to build a consistent and coordinated
national program to support
