A Ladder of Citizen Participation
Local governments have been depicted as an increasingly important part of a new global order where public, private, and non profit sectors work together in complex regimes. This new order raises local citizen’s stakes in having their interests taken into account by local decision makers. Guidance as to how this might best be done comes from a classic article by Sherry Arnstein titled, “A ladder of citizen participation”.

National Mental Health Plan 2003-2008
In the National Mental Health Plan 2003–2008, four priority themes are addressed through 34 outcomes. These themes emphasise mental health
promotion and prevention, increasing responsiveness to consumers and carers
across all mental health and related services, strengthening quality, and fostering research and innovation across the sector for sustainable programs and services.
Ultimately, the Strategy seeks to engage all members of the community in a partnership to improve the mental health of the Australian community.
The 2003–2008 Plan will see partnerships with other sectors such as housing, education, welfare, justice and employment, to assist with the recovery of those experiencing mental health problems and mental illness.
In seeking to achieve these goals, all Health Ministers have committed to working together through the National Mental Health Plan 2003–2008,
building on the foundations of the last decade in improving the mental health of all Australians.

National mental health reform: less talk, more action
•The Council of Australian Governments revitalised national mental health reform in 2006. Unfortunately, evidence-based models of collaborative care have not yet been supported.

•Previous attempts at national reform have lacked a strategic vision. We continue to rely on arrangements that are fragmented between different levels of government, poorly resourced community services, and an embattled public hospital sector.

•Our persisting unwillingness to record or publicly report key measures of health, social or economic outcomes undermines community confidence in the mental health system.

•Six priority areas for urgent national action are proposed and linked to key measures of improved health system performance.

•In Australia, we recognise special groups (such as war veterans) and organise and fund services to meet their specific health needs. Such systems could be readily adapted to meet the needs of people with psychosis.

The Americanization of Mental Illness
Article: Published: January 8, 2010

AMERICANS, particularly if they are of a certain leftward-leaning, college-educated type, worry about our country’s blunders into other cultures. In some circles, it is easy to make friends with a rousing rant about the McDonald’s near Tiananmen Square, the Nike factory in Malaysia or the latest blowback from our political or military interventions abroad. For all our self-recrimination, however, we may have yet to face one of the most remarkable effects of American-led globalization. We have for many years been busily engaged in a grand project of Americanizing the world’s understanding of mental health and illness. We may indeed be far along in homogenizing the way the world goes mad.

new federal mental health information website
On Thursday 20 September the Australian Government launched a comprehensive web site that provides up-to-date information on mental health and wellbeing, including information on the Government’s mental health programs.

The new site, www.mentalhealth.gov.au, claims to be a one-stop shop of all Government programs aimed at reforming and improving our mental health care system.

The Mental Health and Wellbeing web site provides important information on Government health and employment programmes, funding opportunities, publications, and policies. For example, it includes information and updates on the Personal Support Programme, JobAccess and Research and Evaluation of Mental Health and Employment.

The web site is the result of collaboration between the Departments of Health and Ageing; Families, Community Services and Indigenous Affairs; Education, Science and Training; Employment and Workplace Relations; and Veterans’ Affairs.

The web site's content will continue to be the focus of development and expansion. The contributing departments have undertaken to regularly update and contribute to the content, and to conduct consultations to clarify audience needs.

the Case for Change- why England needs a new care and support system
This document sets out the case for an open debate about the long-term future of England’s care and support system. The Government wants to engage the public and key stakeholders in discussion about how the existing system can meet the challenges of the future. If we don’t address these issues now, there is a risk that the demands on families will become too heavy and people will go without the services they need to live their lives fully and stay well.
